who are learning mentors provided by?

in schools would someone please tel me who the following are provided by e.g. the government or the school and could you please tell me why it’s for my coursework that’s all:
learning mentors
headteachers
deputy headteachers
teachers
support assistants

They all provided by the government, but the schools decide who has what role.

For example, teachers are "ruled" by the government, but the school decides if the teacher is suitable to teach in their school.
